The field of public policy, which developed in the twentieth century, seems to be at the centre of attention from academic researchers to practitioners. In this context, the aim of our journal is to become an Information Centre related to public administration studies in Turkey and to establish a publication centre focused on public policy discipline. Consequently, it is aimed to bring relevant social sciences studies, especially public administration and public policies, to the literature. In addition, this journal aims to create a common academic platform from different disciplines within the humanities such as Economics and Administrative Sciences, Political Science and International Relations. Contributing to the production of knowledge and value; being a reference source in academic publishing; prioritizing sustainability in public policy, public administration and social areas is the goal of the journal. The editorial board of the Journal of Public Administration and Policy (KAYPOD) believes that since the day it started its publication, the goals can only be achieved through principled publishing policy, respect for science and freedom of expression, and unconditional adherence to the principles of science and research ethics.

1. Journal of Public Administration and Policy (KAYPOD) is an international peer-reviewed scientific journal published three times a year in March, July and November. The journal will be able to issue special issues when necessary.
2. Studies submitted for publication should not have been published elsewhere or sent for publication. The publication language of the journal is Turkish, English, German and Russian.
3. Scientific articles with all subject titles in the field of social sciences are accepted in the journal. Theoretical and experimental studies, book reviews, annotated bibliographies and review articles in the social sciences specified in our journal can also be included.
4. Journal of Public Administration and Policy is a publication field that has adopted an open access policy and defends academic freedom. No fee is charged to the authors before, during or after the publication. No royalties are paid to authors.
5. Manuscripts sent to the journal for publication are sent to the referees after their first evaluation by the editorial board. The editorial board decides whether the article is to be published, revised or rejected in accordance with the upcoming report from the referees. The publication decision is notified to the author (s).
6. Authors should write the title of their articles, first name, last name, title, institution name, postal address, phone and e-mail addresses on a separate paper and prepare a cover page and send them along with their articles. Turkish and English abstracts should be included in the text that will be sent to the referees, and no credentials should be included in the title of the article, the text of the article, and the Turkish and English abstracts should be included.
7. Each article uploaded to the system must be scanned and uploaded to the system through plagiarism scanning programs such as iThenticate and Turnitin. Articles with a scan result of more than 20% are rejected. Articles are evaluated by at least two referees with blind review practice.
8. The articles to be published in the journal must be submitted in the form of a document such as word or open office and via DergiPark system (http://dergipark.org.tr/tr/pub/kaypod).
9. Ethics committee approval should be obtained separately for clinical and experimental studies on humans and animals that require an ethical committee decision, which ULAKBIM / TR Index started to make compulsory in 2020, this approval should be specified and documented in the article. For qualitative and quantitative field studies with human and animal samples within the framework of the criteria, the approval of the ethics committee should be given in addition to the article and it should be stated that the ethical rules are followed by stating the date and number of the document in the method part of the article.
10. The compliance of the studies submitted to the journal with Research and Publication Ethics is paid attention to. ICMJE (International Committee of Medical Journal Editors) recommendations and COPE (Committee on Publication Ethics) are required to comply with international standards for editors and authors.
11. Articles that do not comply with the spelling and format rules will not be sent to the referee and will not be published.
12. The papers of the author(s) who do not submit the revisions within 30 days will be rejected.

IMPORTANT ANNOUNCEMENT: As of July 2022, the Journal of Public Administration and Policy will request an Extended Abstract from authors whose papers have been peer-reviewed and accepted for publication. 
IMPORTANT: Citation and bibliography in the texts should be done according to the APA6 rules. Papers will be rejected if the rules are not followed. You can access the APA6 rules here.


IF THE FOLLOWING ISSUES ARE NOT FOLLOWED, ARTICLE SUBMISSIONS WILL BE REJECTED BEFORE STARTING THE REVIEW PROCESS.

Files Required to be Uploaded to the System in Article Submissions (Mandatory)
1. Papers should be prepared by using the article template. You can download the article template from here.

2. The copyright transfer form should be scanned with signature and uploaded to the system. Download the copyright transfer form from here.

3. The author information form should be filled and uploaded to the system (in Word format). Download the author information form from here.

4. Ethics Committee Approval is required for studies that require ethics committee approval.


-While the articles are uploaded to the DergiPark system, the Title, Abstract and Keywords should be filled in English and Turkish. All English and Turkish Article Titles should be written in capital letters.

-Studies should comply with the rules of grammar. A clear and understandable narrative should be followed in the articles; information out of the purpose and scope should not be included. Valid scientific methods should be followed in the preparation of articles.
-The purpose, subject, scope, method, etc. of the study. sections should be adequately explained and studies should be prepared within a certain systematic. In this context, articles that do not comply with the spelling rules will be rejected.
-According to the TR index criteria, the relevant works of the authors who do not have ORCID information will not be accepted.
-Author Information Form must be uploaded to the system during the article submission process. Information regarding author name and affiliation should not be included in the text. You can find the author information form here.


RULES ON THE TEXT AND REFERENCES

1- In each article, just below the main title, there should be an abstract of 150-250 words containing the purpose and importance of the article. Abstracts should not exceed the specified word limit. Keywords that do not exceed 5 words should be added under the abstract. In short, the articles should be written in the order of Main Title, Abstract, Keywords, Article Text, Notes and Bibliography. Paragraphs should not be made in the Abstract section.
2- The word count of the articles should not exceed 8000 words, including the bibliography, abstract and extended abstract.

3- Each article should have a title. The title should be brief and descriptive, consistent with the content of the study. Article titles must be numbered manually.

4- In-text references and bibliographies of all articles should be arranged in accordance with the APA system. The sixth edition of the Publication Manual of the American Psychological Association should be used as the source.

5- In the bibliography, only the references cited in the text should be included with their full citations, and all references should be arranged according to the surname of the author and the year, regardless of their types.

6- If the citation and bibliography were prepared using Endnote, Mendeley, and similar programs, these program links should be removed in the files to be uploaded to the system.

7-Short quotations in the text should be given in double quotation marks, and if quotation marks are required within the quotation, single quotation marks should be used. Quotations longer than 40 words should be written as a block, without quotation marks, in line with the first line of the paragraphs (1.25 cm indented from the left) and in Italics (Italic) with a single line spacing. When quoting, words and sentences extracted from the original work should be indicated with three dots (…) in parentheses.

Note: Ethics Committee Approval should be obtained for studies that require an Ethics Committee Decision, this approval should be stated in the article and submitted as a document during the application.

• Studies Requiring Ethics Committee Permission are as follows:
o All kinds of research carried out with qualitative or quantitative approaches that require data collection from the participants by using survey, interview, focus group work, observation, experiment, interview techniques.

o Use of humans and animals (including material/data) for experimental or other scientific purposes,
o Clinical studies on humans,
o Research on animals,
o Retrospective studies in accordance with the law on the protection of personal data,
• Also,
o Stating that the “Informed consent form” has been received in case presentations,
o Obtaining and specifying permission from the owners for the use of scales, surveys, photos belonging to others,
o Stating that copyright regulations are complied with for the ideas and artworks used
Note: Ethics committee approval is not required for articles that used data obtained before 2020, retrieved from master's/doctoral studies (must be specified in the article), submitted an application for publication to the journal in the previous year, and accepted but not yet published. You must indicate in the author information form that your study has this status.

Important Reminder: Below are the issues that we request from our referees to be examined during the evaluation process. In this direction, it is useful to check these aspects before uploading your study to the system:
- The relevance of the study to the Journal of Public Administration and Policy as a subject
- The harmony between the title of the article and the content
- The adequacy of the abstract and keywords of the article and its compatibility with the content
- The purpose of the article, its scope and the level of disclosure of its importance
- The adequacy of the theoretical framework of the article
- The suitability of the research method used in the article for the purpose
- The adequacy of the academic language and expression used in the article
- Level of access to basic sources in the article
- The level of compliance with academic ethical rules in the article
- The regularity of the editing of the article and the flow of content
- The originality of the article and its contribution to science
- The compatibility of the conclusion part of the article with the content
- The adequacy of the conclusions and recommendations reached in the article
- Compliance of the article with the spelling rules

The Journal of Public Administration and Policy (KAYPOD) was established to publish public administration and public policy studies. The guidelines and policies published by the Committee on Publication Ethics (COPE) were taken into account as open access when creating the ethical duties and responsibilities contained in the Journal Public Administration and Policy. The following are the ethical principles and rules related to scientific research and the ethical principles and rules that authors, referees and editors should follow.

Ethical Principles and Rules Related to Scientific Research
• Scientific methods should be used at the stages of collecting, analyzing, interpreting and reporting data related to the studies. Results that are not of a scientific nature cannot be included in the scope of research.
• National and international regulations should be adhered to in the research process and permission should be obtained from the competent authorities. The data obtained during the research process should be used to the extent or form permitted by the competent authorities. In studies aimed at individuals, the consent of the participants should be observed and it should be essential that the information that should not be presented remains confidential.
*Researchers are obliged to inform the relevant persons and institutions about the negative situations that may occur as a result of the research. Researchers have the right not to participate in the study due to adverse circumstances.

Ethical Principles and Rules for Authors
Articles submitted to the Journal of Public Administration and Policy should be original studies in the related fields of social sciences, especially public administration and public policies.
• An accurate and appropriate representation of the source is required for all the resources used in the articles.
• The articles submitted to the journal should not have been sent to another journal and the REGISTERED Copyright Transfer Form should be completed.
• People who do not contribute ideas to the article should not be included as authors. Unpublished or unpublished works should not be included as a source. All or part of any work cannot be published without permission or without showing the source.
• Conflicts of interest related to the submitted article should be stated and the reason should be explained. If there are authors or authors, they should indicate the financial sources of the work.
• The author or authors should act in accordance with the citation system determined by the journal at the article writing stage.
• Authors may be asked to submit raw data related to their work to the editorial board during the review process, in which case authors may be expected to share their raw data with the editorial board. The authors are obliged to keep the data on a published article for a period of 5 years.
• Authors should inform the editor and the board of editors when they detect an error in their work. They should carry out the correction or withdrawal processes in cooperation with the editors.

Ethical Principles and Rules for Reviewers
All articles submitted to the Journal of Public Administration and Policy are evaluated by a double-blind peer-review process. Double-blind review means keeping the authors confidential from the reviewers and the reviewers from the authors in order to ensure an impartial, objective and independent evaluation process. Articles are sent to the reviewers via the Dergipark system for evaluation. The reviewers make the contribution of the article they evaluate to the main publication areas of KAYPOD and make their decisions about whether the article is publishable by filling out the form sent to them through the system. The ethical responsibilities of academics who work as referees in the Journal of Public Administration and Policy are as follows:
* Reviewers should take care of reviewing articles related to their areas of expertise.
* Reviewers should inform the editors that they cannot evaluate studies that may be a conflict of interest.
* Reviewers should evaluate the articles impartially. Reviewers should not transfer information from the article to their own study, nor should they take academic/personal interests into account. Studies should not be shared with third parties during the arbitration process.
* Reviewers are required to fill out the online Article Evaluation Form for the articles they have evaluated. Reviewers should express their opinions about the article they are evaluating in a reasoned manner in the article evaluation form.
* Reviewers should avoid using language that will offend the authors in their article evaluations, but on the contrary, the style they use in their suggestions should be scientific. In case of an adverse situation, the editors may contact the reviewers and request that they reconsider and correct their comments.
* Reviewers should take into account the principles of scientific research and publication ethics of the journal. Reviewers are required to complete their evaluations by complying with ethical responsibilities within the time given to them.

Ethical Principles and Rules of the Editor(s)
The editors are obliged to fulfill the ethical responsibilities contained in the ‘COPE Guide to Ethical Behavior and Best Practices for Journal Editors' published by the Committee on Publication Ethics (COPE). The ethical duties and responsibilities of editors are as follows:
• The editor is obliged to make efforts to increase the quality of the journal and contribute to its development.
• The editor is required to support the freedom of expression of the authors.
• The editor is responsible for ensuring that the sections in the journal where peer review is not required (letter to the editor, invited articles, conference announcements, etc.). it is necessary to make sure that it is clearly stated.
• The editor should make efforts to ensure that the published articles are compatible with the knowledge and skills of the journal readers.
• The editor should ask the reviewers to evaluate the articles in accordance with their knowledge and expertise. In this way, appropriate evaluation of the articles by experts in their field should be ensured.
• The editor is obliged to request that the reviewers indicate that there are no conflicts of interest regarding the article before evaluating an article.
• The editor is required to provide the reviewers with all the necessary information about the reviewer evaluation process and what they are expected to do from the reviewers.
• The editor should ensure that the reviewer evaluation process is carried out by double-blind reviewing and should not disclose reviewers to the authors and authors to the reviewers.
• The editor should evaluate the reviewers according to their timing and performance.
• The editor should create a database of reviewers and update the database according to the performance of the reviewers.
• The editor should remove reviewers from the list of reviewers who make rude and offensive comments
• The editor should constantly update and expand the list of reviewers according to the areas of expertise of the reviewers.
• The editor should constantly update the sample template with publication and writing rules for what is expected of the authors themselves.
• The editor should evaluate the articles submitted to the journal in terms of the rules of journal writing, the importance and originality of the study, and if he decides to reject the article during the first submission process, he should clearly and impartially communicate the reason for this to the authors. In the process, the grammar of the article, punctuation and/or spelling rules (margins, proper referencing, etc.) if it is decided that it should be reviewed in terms of, the authors should be informed about it and given time to make the necessary corrections.
• The submission and acceptance dates for publication should be included in the articles.
• When authors have a request for information about the status of their articles, authors should be provided with information about the status of their articles so as not to disrupt the double-blind peer review process.
• The final decision on the articles sent to the journal for publication belongs to the editorial board. The editorial board is obliged to determine the articles to be published in the journal within the objective and academic criteria.
• The editor should communicate the publication and writing rules to the members of the board of editors and explain what is expected of them.
• The editor should provide the most up-to-date version of the publication and writing rules to the members of the board of editors.
• The editor should evaluate the members of the board of editors and elect members to the editorial board who will actively participate in the development of the journal.
• The editor should inform the members of the editorial board of the following roles and responsibilities
- To support the development of the journal
- To write reviews about their areas of expertise when they are asked to
- Review and improve the rules of publication and spelling
- To fulfill the necessary responsibilities in the operation of the journal

Journal of Public Administration and Policy does not have article processing charges (APCs) nor article submission charges.

The Journal of Public Administration and Policy is an internationally indexed, peer-reviewed journal periodically and electronically published  in March, July and November.
